For most small businesses, Search campaigns should run the budget first. You choose the searches you want to show up for, you see exactly which ones spent your money, and you can cut the ones that don't produce. Performance Max (Google's most automated, hands-off campaign type) can earn a place later, once your tracking is trustworthy enough to steer it.
The reason is control. With Search, you tell Google which searches should trigger your ad. With Performance Max, you give it a budget and a goal and it finds customers anywhere on Google. That's convenient. It also means you can't always see where the money went.
What Search campaigns are for
A Search campaign shows text ads when someone types a query into Google. You pick the keywords (the phrases you want to match) and you can block the ones you don't want with negative keywords (a list of searches you tell Google to never show up for).
That matters because a search is a statement of intent. Someone typing "emergency plumber near me" wants a plumber now. You're paying to be in front of a person already looking for what you sell.
Search also gives you a clear paper trail. The search terms report shows the actual phrases that triggered your ads. If half your spend is going to people looking for a job instead of a service, you can see it and shut it off in an afternoon.
What Performance Max is for
Performance Max runs across Google's whole inventory from one campaign: Search, YouTube, Display, Gmail, Maps and Discover. You hand over headlines, images, video and a goal, and Google's automation decides who sees what, where and at what price.
It's built for businesses with a lot to sell and a lot of clean conversion data, like an online store with a product feed. It can find buyers you wouldn't have thought to target, and it can reach places Search can't, like YouTube and Gmail.
The trade is visibility. You get less detail about which placements and searches produced results, and more of the budget can quietly drift toward the easy wins: people who already know you and were going to buy anyway.
Why Performance Max needs tracking more, not less
Performance Max learns from whatever you tell it counts as a conversion. Tell it a form fill counts, and it finds more form fills. If those forms include spam, existing customers and wrong numbers, it gets very good at finding more of them.
Search has the same problem, but you can see it and work around it with your own eyes on the search terms. Performance Max hides most of that, so the conversion signal is the only steering wheel you have. How to decide which one gets the budget
Start with these questions.
- Can you measure a real lead or sale, not just a click? If not, fix that before you spend on either one.
- Is your budget small? Search gives you control over a small budget. Performance Max needs room and data to learn.
- Do you sell a service in a defined area? Search with tight geography usually fits better.
- Do you run a store with many products and a clean feed? This is where Performance Max tends to make sense, alongside Search.
A sensible order for most local businesses: build Search first, get tracking solid, watch cost per genuine lead settle, then test Performance Max as an addition with its own budget so you can compare honestly. Don't let it take over a budget before you know what Search alone can do.
When to test Performance Max
Test it when Search is working and you want to reach beyond the people already typing your keywords. Give it a clear conversion goal, exclude your own brand name if you can so it isn't just harvesting people who were coming anyway, and judge it on cost per real lead rather than the platform's own reported numbers.
